By default in Magento 2, there are no ways to exclude some category's paths to the product URLs. You can not optimize URLs per your need. For example, you can not choose to use the shortest, longest possible product URLs, or product URLs without categories path in the frontend.
If you have a product that has multiple URLs available (eg. mysite.com/stellar-solar-jacket.html, mysite.com/women/tops-women/stellar-solar-jacket.html, mysite.com/women/tops-women/jackets-women/stellar-solar-jacket.html ), all URLs will be available in the frontend which could result in duplicate content.
Also, it's not possible to use the shortest possible URL for the category in Magento 2 by default.

You can avoid duplicate content by 301 auto-redirecting all available product URLs to the main canonical tag URL, making only one URL available for the product. You can choose to exclude a specific category path to the product URL. Also, you can use the shortest possible category URL, by removing the parent path to each category url.

301 Auto-Redirect Multiple URL to Main Canonical URL
The extension allows to permanently redirect multiple product URLs to the main canonical URL of the product. Example: If you have a product with multiple URLs available:
- mysite.com/stellar-solar-jacket.html
- mysite.com/women/tops-women/stellar-solar-jacket.html
- mysite.com/women/tops-women/jackets-women/stellar-solar-jacket.html
and that the main canonical URL is mysite.com/stellar-solar-jacket.html, you can enable this feature to permanently auto-redirect all available product URLs to the main canonical URL, and so these URLs:
- mysite.com/women/tops-women/stellar-solar-jacket.html
- mysite.com/women/tops-women/jackets-women/stellar-solar-jacket.html
will be redirected to mysite.com/stellar-solar-jacket.htmll and result in only one URL available in the frontend for the product.
Exclude Category Path to Product URLs
Magento 2 Short Unique Category/Product URLs extension allows you to exclude specific categories path in the product URLs, you can select the categories to permanently exclude from the product URLs.
Example: If you have product URL: mysite.com/women/tops-women/jackets-women/stellar-solar-jacket.html and that you choose to exclude the "jackets-women" category path in the product URL, your product URL will render as: mysite.com/women/tops-women/stellar-solar-jacket.html

Shortest Category Url
With Magento 2 Short Unique Category/Product URLs extension, you can render the shortest possible category URL by removing the parent path to each specific category URL.
For example, if you have this category URL:
